1.Canada to Require Plastic Producers to Track, Report on Plastics Placed on Market

The Canadian Government has introduced a new Federal Plastics Registry, aimed at supporting its zero plastic waste goals. This registry mandates plastic producers to report the types and quantities of plastics they introduce into the Canadian market, monitoring these materials from production to end-of-life. This initiative is in response to the alarming statistic that Canadians dispose of 4.4 million tonnes of plastic annually, with only 9% being recycled. Initial reporting, starting in September 2025, will focus on plastics used in packaging, electronics, and single-use products, with broader categories and details about plastic waste management to be phased in by 2027. The registry will exempt small producers handling less than one tonne of plastic.

2.EU Parliament Approves New Law to Boost Manufacturing of Key Decarbonization Technologies

The European Parliament has officially approved the Net-Zero Industry Act (NZIA) with a vote of 361 to 121. This act is a significant component of the European Commission’s Green Deal Industrial Plan introduced in March 2023, designed to enhance the competitiveness of the EU's industries in the transition to climate neutrality. The NZIA addresses Europe's dependence on imported technologies essential for achieving its climate and energy targets, especially amid global competition intensified by the U.S. Inflation Reduction Act. This Act allocated substantial funds to boost renewable energy and industrial decarbonization through various financial incentives.

The NZIA encompasses support for 19 critical technologies including solar technologies, wind energy, batteries, heat pumps, geothermal energy, electrolyzers, fuel cells, biogas/biomethane production, carbon capture and storage (CCS), nuclear power, and advanced grid technologies. It outlines measures like streamlining permitting processes, establishing sustainability criteria in public procurement, and setting ambitious targets such as achieving 50 million tonnes of annual CO2 storage by 2030. The Act aims for the EU to manufacture at least 40% of its annual deployment needs by 2030 and to secure 15% of the global market share for these technologies.

Additionally, the NZIA promotes the development of net-zero acceleration "valleys," which are clusters of companies specializing in specific technologies, to stimulate localized industrial ecosystems centered on net-zero innovations. Following the parliamentary vote, the legislation awaits the final approval from the EU Council to be enacted. This step is crucial for aligning Europe’s industrial capabilities with its climate and energy ambitions.

4.EU Approves 2 Year Delay to Sustainability Reporting Standards for Specific Sectors and non-EU Companies

The EU Council has approved a directive to delay the adoption of sector-specific sustainability reporting standards under the Corporate Sustainability Reporting Directive (CSRD). This decision, following the European Parliament's earlier approval, postpones the implementation for both sector-specific European Sustainability Reporting Standards (ESRS) and reporting standards for non-EU companies. Initially proposed by the EU Commission to reduce reporting burdens, this delay allows companies more time to adjust to the new requirements, focusing on implementing the first set of sector-agnostic ESRS adopted in July 2023. The deadlines for adopting sector-specific ESRS and standards for non-EU companies have been extended to the end of June 2026, although the directive encourages the earlier adoption if possible.

6.DOE Allocates $500 Million to Infrastructure Projects to Transport Captured Carbon

The U.S. Department of Energy (DOE) has launched a new Funding Opportunity Announcement (FOA) offering up to $500 million to enhance CO2 transport infrastructure. This funding, part of the $6.5 billion allocated by the Bipartisan Infrastructure Law for carbon management projects over five years, aims to bolster the infrastructure required for the burgeoning carbon capture and storage industry in the U.S. The initiative is crucial as the current U.S. transport systems for CO2, which include pipelines, trucks, and rail, handle about 60 million metric tons annually. However, projections indicate that between 400 to 1,800 million tonnes of CO2 need to be captured and securely stored each year by 2050 to align with the U.S.'s net zero objectives. The FOA will support projects that develop transport systems linking multiple CO2 sources to storage or conversion sites, focusing on a variety of transport modes including pipelines, rail, trucks, and potentially barges or ships. This preemptive investment in transport infrastructure is designed to accommodate future growth in the carbon capture sector, leveraging economies of scale to minimize costs and environmental impacts by avoiding the future construction of redundant transport networks.
